Implementation in Responding to Montreal Protocol and Fluorinated Greenhouse Gases Reduction

The project was to provide the assistance for the government, with regard to the control measures of the Montreal Protocol and its amendments, and to the planning on management strategies of fluorinated greenhouse gases. There have been several outcomes in terms of international participation. As a Non-governmental organization (NGO) recognized by UNEP, the project team has led a group to attend 27th Open-ended Working Group of the Parties in June and 19th Meeting of Parties to the Montreal Protocol in September. We also assisted the industry sector (TSIA & TTLA) to participate in international negotiation on emission reduction of fluorinated greenhouse gases. With those efforts our country could avoid significant economy impacts while sharing reasonable international environmental responsibilities. This year the project team has continuously assisted in amending “HCFCs Consumption Management Regulation” and created “Regulation on Controlled substances listed in Montreal Protocol”. Both regulations have been entry into force after EPA announcement. The outcomes of administrative support are: submission of domestic consumption data to the Ozone Secretariat, allocation of HCFCs consumption quota, allocation of CFCs stocks, allocation of methyl bromide QPS (quarantine and pre-shipment) quota, on-site visits of 21 companies which have been using or replacing ODS. In order to stop illegal trading, we also collaborated with customs and coast guard administration to hold the training workshops for inspection personnel to identify ODS. For facilitating the e-application process of controlled substances, we have assisted 10 companies with ODS allocation application, submission and review e-procedures. With these efforts we could improve the convenience of the platform and the accuracy. For fluorinated greenhouse gases, we have completed the surveys and the investigation of imported, consumed and emitted amount of year 2006. The data has been provided to EPA “National GHG Inventory Project” for updating domestic GHG emission inventory. Moreover we have completed GHG inventory and verification of liquid crystal display and semiconductor industries. We also assisted TSIA to obtain “2005 greenhouse gases emission verification statement” following ISO 14064-1. Under this project, there have been several meetings including: three panel meetings on SF6 recycle management for power sector (one of each in northern, eastern & southern Taiwan), one conference on fluorinated GHG emission reduction for optoelectronics and semiconductor industries, one certificating ceremony of TSIA GHG emission reduction verification and PFCs conference. For disseminating information of ozone layer protection and fluorinated GHG emission reduction, we have integrated the latest information to generate the results. The results include: seven journal or conference publications, seven promotion brochures, award ceremony for ozone layer protection children painting competition, activities of "journey of ozone layer protection”, celebration activities of 20th anniversary of Montreal Protocol, five regulation discussion or workshops. We also have been publishing e-newspaper of “Ozone Layer Protection in Taiwan” & “Report of fluorinated emission reduction in Taiwan” in both Chinese and English. The contents have been consisted of national & international information, and the outcomes of Taiwan’s effort on Montreal Protocol. The e-newspapers have been sent to the industrial, governmental and academic sectors in Taiwan as well as ones around the world.
